Surrey- At the upcoming Regular Council Meeting on Monday, Surrey City Council will vote on the concept of a proposed Surrey Charter, a landmark initiative aimed at granting the city additional powers, responsibilities, and exemptions. If the Council approves the concept, Mayor Brenda Locke will send a formal request to the Premier and the Minister of Municipal Affairs for the Province to enact the Surrey Charter.
“As we stand on the brink of becoming the largest city in British Columbia, it is imperative that we empower ourselves with a Surrey Charter,” said Mayor Brenda Locke. “This proposed Surrey Charter is not just about granting power; it’s about ensuring that our community has the tools it needs to thrive amidst rapid growth. With more autonomy and flexibility, we can be more responsive to the needs of our growing and unique community.”
Surrey is projected to surpass Vancouver as the largest city in B.C. by 2030, and the current legislative framework under the Community Charter and Local Government Act is seen as insufficient to meet the challenges posed by this growth. The Surrey Charter would provide the city with enhanced capabilities, making it better equipped to manage its urban expansion.
The initial proposal for the Surrey Charter includes:
– Exemptions from new provincial housing legislation, giving Council discretion over public hearings, single-family residential zoning, and transit hub density requirements.
– The power to enact an Empty Homes Tax.
– Expanded revenue sources and enhanced bylaw enforcement, including increased maximum fines.
– Greater support and grants for businesses.
– Broader authority to regulate business and building regulations.
– Increased legal protections for the city.
If the Council approves the concept, staff will be directed to collaborate with the Province to develop and draft the Surrey Charter.
